I have a cells with numbers in cells in the acending order. The first cell has value 32. I have to fill the above 16 cells in the descending order. How can I do that?

How about a clue as to what these numbers might be? Are they sequential or random?
You would do best to post a sample workbook showing what you are after.
Sample file attached. The number of colored cells in the attached excel sheet will vary
Select your range of numbers and drag up to B34 using the black square bottom right of the selection

I do not understand the first technique. The second technique is not working. I am using excel 2003.

1/. If you select your range of numbers then hover your mouse over the bottom right of the selection until the cursor changes to + depress the left key of your mouse hold it down and drag up to B34.
2/. The simple formula does work.
You can use the same technique as described above.
or
Enter the formula in B49 then select B49 to B34 then Fill > Up
