Excel 2007 : x axis formatting

Hi guys, I need help!!!! Thankss a lot!

I want to ceate a x-axis in scattared plot in the following format - attached!

Everytime I go under format - axis options, my maximum and minimum are like 4000 and I am not sure where to make any changes to obtain the results I want.

Please guide me !!! Thanks guys!!

you need to plot it as a line chart rather than xy-scatter.
You can use the 1st 2 rows for multi-level category labels.

Format each series to have no Line
