Multiply and round in same cell

HI Everyone, hope all is fine, I am looking for a little help I am relative new to excel but not computers. I would like to multiply a number by 5% and then have that number round up if it is more than x.19 ( 11.19 = 12, 11.15 = 11), also the number is in K1 and result will be in N1. Thank You for your time.

    Try this:

    =ROUND(D4*0.05+0.31, 0)

Hint: 0.31 you get as result of 0.5 minus desired value (0.19)
