convert lotus formula to excel formula

I am working on converting a lotus spreadsheet to excel. none of the lotus vlookup formulas were able to convert properly. With help i have the if statement part of the formula straightened out but can't seem to get the syntax right for the vlookup part of the formula. can anybody help. i feel confident that if i can see one coded correctly i can do all the others . thanks for your time.

here is what i have for the if part of the formula
=IF(OR('Quote Info'!C20="y",'Quote Info'!C21="y"), "", F15)

Not sure if it will pick up the .123 file and you also should specify the sheet tab name within the file...
