Scrolling alignment of cells?

Hi all,

I have a question regarding a very tall cell, within which I wish my text to scroll up and down as I move the screen up and down. Please see cell A14 in the attached image tall-cell1

Is there a way to make the text in this cell follow the scroller? If so, please could you let me know!

The image tall-cell2 illustrates what happens when I scroll down currently (for the first 13 rows there is a freeze pane in place).
