Excel 2007 : X axis All Wrong... Tried Everything.... Please Help!!

Can someone help me here...

There are two sheets (one for tansport and the other agriculture)

On each sheet you can see the graphs I've created (They are on the far right of the screen around the "M" block) but the X axis is all wrong.

The X axis should have the data from "Year/Quarter" instead it just shows 1-16 on one graph then intervals of 5 on another.

when i go to "edit horizontal axis label" under "select data" the edit button is inactive.

I have tried everything all week to solve this problem with no success
