How to have multiple conditional formatting in seperate rows?

On the second tab I have a conditional format that highlights the who ever has the greatest past due dllrs/# of loans... I'm trying to have the conditional formatting broken down so when i print it all comes out in one page but I can't figure it out.

I have 15 cities I would like to have them broken down by 5 but for it to highlight what is past due the most.... from all of them.

    make sense???
