Rounding down time

I have to input time sheets. And I have to "round" down to the nearest quarter hour.

The formula I'm using now which rounds UP a quarter is:

=CEILING((A2>B2)+B2-A2,"00:15")

I've been playing with this for a little while and can't seem to figure it out. (It's Saturday and I'm just don't have my thinking hat on.)

What would you guys recommend.
