VLOOKUP with unexpected N/A results

I'm using VLOOKUP to return back data from a two column array:

=VLOOKUP(M2,$O$14:$P$33,2,FALSE)

where M2=3.94

and O14:P33

4 10
3.99 9
3.98 9
3.97 9
3.96 9
3.95 9
3.94 9
3.93 9
etc

9 is the expected result but I'm getting a N/A instead - the array is much larger and I've filled/completed the series completely. Any ideas what is incorrect?

Make sure the 3.94 in M2 is the same precision as the one in col O and that they are both formatted as numbers.

Also check for leading, trailing spaces if the data is imported from somewhere.
