Conditional Formatting won't apply to Entire Range

ok guys... seriously, what am i doing wrong that column O won't apply the conditional format ? it stops at row 190, but the cells in B191 & 192 are not blank, so column O should have borders around the cells all the way to row 191.

and in excel 2003, column O CoMPLETELY ignores the conditional formatting. -_-*

    Change the formula to =$B1<>""

Because you are starting your criteria with B3 and your range is O:O which starts with O1. So O1 is matched to B3, O2 to B4, etc. Change your range to $O$3:$O$20000 or something like that.

B1 is empty. I only want it to format with a border if there's a name populated on it's row.

WOW... lol SO broken Buisquits was right, and my narrow-minded self didn't get it lol. Sorry Broken Bisquits! Thanks very much you two! lol

so for future reference... If i want to start at B3 i'd have to apply the format to range O3:O65530 then? (For 2003)
