Make a drop down dependent on an adjacent value being blank or not

Hi,

I've been looking through some tutorials for dependent lists and it seems that you can make one list depend on another.
Is it possible it have a drop down in say B2 that only appears if A2 contains a value that is not a blank.
Basically i want the drop down to appear only when some data is copy and pasted in.
