extract data from one sheet to another based on multiple criteria

Evening Ladies and Gentlemen,

i the sample attached i have multiple sheets.

in the FEB (2) sheet, i want to input all data from FEB sheet and all data from JAN sheet that doesn't have a statement amount.
in the MAR (2) sheet, all from MAR sheet and data from FEB sheet that doesn't have statement amount.

AND SO ON.....

in the original Wbook all entries in JAN-JUN have an item number (unique)

Any solution appreciated please, NO macros (internal network) Controls Columns acceptable
