Excel 2007 : ANSI char 13 and 10 removed

I exported from a online database, saved as ANSI. Opened in excel and i get these question marks in a box. In some cases I get them one right after another. I can unwrap text and one of the question mark boxes disappears. This is happening on multiple computers in the office, but all on computers with XP and OFFICE 07 installed, It does not happen with Windows 7 and OFFICE 07 installed, or on Vista.

but i need to figure out why im getting these to solve the issue from there so it doesn't reoccur.
