Hi abboodeh and welcome to the forum,

After the top part press Alt+Enter and then the second line. You will need to have the row tall enough to show both lines of numbers or text.

IE: Type -10 (Alt+Enter) 00 and then Enter to make the two lines stick in a single cell.
One test is worth a thousand opinions.

Thanks MarvinP for the warm welcoming and great answer you provided
any chance of making the line appear without having to underline the upper number?

    Hi,
My best effort on this is to make 3 lines of text with the middle one being all dashes or the underline character. Like
    234
    -----
    832

If you click in the cell and underline using the font control it will underline both the top and bottom numbers.

    This any good to you?

1/. Increase you normal text height
    Type:= '-10/00
Remember the leading apostrophe otherwise Excel will think it is a date or formula
    Highlight 10
    '-10/00
Format > Format Cells.... Font > check "Superscript"
    Highlight 00
    '-10/00
Format > Format Cells.... Font > check "Subscript"
