Excel 2007 : Scatter Plot-Changing the X-axis HELP!

I'm having an issue trying to plot a scatter graph/plot with the following data:

The independent variable is the date, and the dependent is the time, so on certain days there are several time values.

For some reason it's just not working...any assistance would be great!
