problems with chart

Can you please help me with my data.
I have received data on the top of the spreadsheet and i would like to organise it with the effect which can be seen below in the attachment. The main thing is to do it without vba but using some formulas or function.

Can anyone give me a hand?

Try pasting

=INDEX($C$1:$I$5,MATCH($C11,$C$1:$C$5),MATCH($D11,$C$1:$I$1))

into E11 and copying down.
