I am having the same issue in Excel 2007 (also using Windows 7). I have recently been forced to upgrade from Excel 2003 and I was shocked to find that you can no longer scroll through the document while editing in the formula bar. For example, if I have a formula "=Q21/L21-1" I would like to scroll up through the worksheet to see what the contents of Q21 and L21 are while editing the formula in the formula bar. I am able to scroll with my mouse wheel any other time and my mouse functions properly. I am simply "locked" into position when I am editing in the formula bar.
I have read other posts that have stated you can allow scrolling through the document while editing formulas by selecting "Edit directly in the cell", however this is not a good method for formula auditing as you quickly lose sight of the formula in the cell. I have also read that this change is due to the formula bar being on multiple lines in Excel 2007, so Excel is attempting to scroll within the formula bar instead of in the worksheet.
Does anyone have a solution for this? Am I stuck to being less productive in the new version of Excel?
