I want to copy this conditional rule onto multiple cells row by row ie
    b1 is referenced to b2
c1 is referanced to c2 etc this needs to be done to 2000 rows

Provided you don't make the cell references, in particular the row references, absolute, this is exactly how it should work.

Post a sample workbook so the problem can be seen in context and a more definitive answer provided.

just make sure you dont have $ in the formula, which defines the cell format. Then you should simply be able to copy it with the format painter.

in G2 you put Cell Value greater than D2 (make sure it is D2 and not $D$2). Then you can just take the format painter and paste it, wherever you want.
