color border, based on selection....

Hello

I have attached a sample file where i have a simple side stacked bar graph.

i was wondering if someone can help me place a yellow "border" when a selection from the drop down menu is made?

basically on my master sheet, the user selects a city and thus, i was hoping when they select the city, it highlights with a "yellow' border to emphasize what city you are looking at.....can someone help me with this issue!
