calculating different percentages if totals meet a given criteria

This is my first ever post so if its in the wrong place please forgive me. I am trying to work out a mathmatical percentage of an accumulative figure if it matches a certain figure however if the accumulated figure is greater than a secondary given figure then i would like the percentage level to be increased. Any help in writing this formula would be fantastic.

Here is what i am trying to achieve

For example if the result of a sum in cell A1 is 77 or less then I would like the result shown in cell A2 to be "NIL". However if the sum in cell A1 is >78 but <148 then I would like the result in cell A2 to give me a 20% value of what the figure in A1 was but if the initial sum in cell A1 is >148 then I would like cell A2 to display a 25% value of the initial sum in cell A1
