conditional formatting based on cell colour

Ive been searching a while, but cannot find anything that can help me.

I get an automated server availability report out of another tool and export it into Excel.

    Please see attached.

You will see that some cells are green, and some are red depending on the value.

I manually go through the sheet and change some of the cells from red to another colour (say orange) based on a certain criteria.

The remaining red and green cells are then required to be altered to amber where the condition is <100%. But i do not want the 'orange' cells i have manually changed to be altered.

I also require the value to be reverted to 100% as well as changing to amber.

I think this is way above what conditional formatting can do, but would welcome any programming that could cover this?
