Index & Match with Concatenation

Hi,

I will pls. need a formula probably an Index & Match but I just couldn't figure it out how.

I need to look up values in Sheet Engineering for each personnel's hours monthly and this will be reflected in the Data Sheet.

The reference to look is the Badge# plus the year_month combined as a concatenation.

I've attached a spreadsheet to explain better what I need.
