Re-organizing data

Help! We need to renumber the numbers of Column A started at 5000. The complication though is the renumbering needs to be grouped.

If you look at the spreadhseet attached, rows 2-12 would be 5000. Rows 13 to 23 would be 5001. But the same number of rows would not always need to be grouped. In the first groupings there are 11 rows. Other rows may be grouped by 12, 13 or 14.

The "delimter" is in Column E. Any grouping will start with 10 and end with 110. There can be varying numbers of rows in each route grouping.

Looking for a formula to cater for this - any help really appreciated.
