Conditional Formating or Macro color coding

Plz help. Per attached simple spreadsheed I want to automate the color codes (like traffic lights) per the provided feedback

For example : scale from 1-4 (1=red, 2= yellow, 3= green & 4= blue). I want to see an automated color code in a seperate column (in circles as traffic lights)
