In the range B3:L32 I would like to combine the data from the Input Target Symbols and Input Basket Symbols sections. There are a maximum of 10 and 20 rows of data in each section that will be filled later. I would like the Combined Trade Details section to list the Input Target Symbols rows of data first followed by the Input Basket Symbols rows of data second.
I combined the data by copying and pasting to illustrate how I need a formula to work. Thanks for the help in advance!

Your example all on one page... is that how you work these tables?
If the Target Symbols table was on one sheet, the Basket Symbols table on a second sheet, then a third sheet could probably "assemble" the two into one table with just formulas.
Can you redo your sample to demonstrate exactly the layout of the tables in their original positions, and the exact placement of the new combined table? I'm guess these would all be separate sheets, please confirm.
