Excel 2007 : Scrolling Freeze Pane?

On my spreadsheet, I have headers, then beneath, information, then beneath that, second set of headers, then more information, etc.

I want to be able to freeze my top row of headers, then when I scroll down, I want the second set of headers to replace the first set, so when I'm scrolling through the second set of information, I see the correct headers.

I want row 1 to freeze until I get to the second set of Headers (row 37) then I want Row 37 to freeze while I scroll through the second set of info.

Can this be done?
