Error Message interpretation

I got this message when I am trying to put a IF formular in the attached file. The error message said I can not change part of array. Can anyone tell me what the message is referring to?

I cannot reproduce your error. You should attach your actual Excel file.

It is always easier to simply attach your file rather than taking a screenshot first, then attaching your screenshot. When you attach a screenshot, we cannot see what is actually implemented, cannot examine the underlying data, and cannot try things that might fix the problem. (For those following along at home the OP has pasted a screenshot into an otherwise empty workbook.)

Attached is a file that has the same data in column B, and the same formula in D2, but does not produce an error.
