Smile Formula for linking transposed data (Vlookup??)

I have attached an example which has a Data tab and Report Tab.

I am looking for a formula that would allow me to link the data in cells C3:AF4 on the Report tab to the cells in C3:D32 on the Data tab - based on the AIS#.

I am very familiar with Vlookup, but only know how to use it if the data is all moving in the same direction...(Data tab's data goes up and down; while the Report tab goes Left to Right).

    I GREATLY appreciate your help!!!
