Excel 2007 : user has restricted values---I am the user

I can not enter a 5 digit Zip code beginning with 0. It defaults to a 4 digit zip code. The error message says "a user has resticted values". I am the only user on my lap top. How do I fix?

Format the cell as Text, and then clear the data validation (Data > Validation, Allow: select Any value).
