Conditional Formating -format to be determined by value in cell outside range

I would like to have a the formatting of a range of cells determined by the value in a cell outside the range.

Please note that the value of the cells within the range is not a factor in the formatting decision. Only the value in the cell outside the range.

The rules that seem to be available SEEM to be based on comparing values of the cells within/without the range.

Found the solution - used "Use a formula to determine which cells to format" Rule - AFTER selecting a range of cells.
This allowed me to select formatting based on a value outside the selected range
