How to allow specific users to edit specific ranges in a shared workbook

I'm using Excel 2003, and I'm trying to restrict users' ability to edit cells within a certain range. I've already gone through the process of Tools--> Protection--> Allow users to Edit ranges and assigned users the ranges that they should be able to edit; however, when I test it out, all users are able to edit the user-specific range, not just the user I've assigned to it. I've even attempted adding passwords, but to no avail. It's a shared and protected workbook, so I don't know if I'm missing something. Any help would be very appreciated. Thanks!

The ranges that you are assigning to specific users need to be locked. Is this the case? If it is, can you upload a simple example with the passwords to unlock specific ranges? Thanks

I didn't know that the cells had to be locked, but once they were, it worked fine. Thanks so much!
