Excel 2007 : Making a graph using two extreme variables

Hi,

I wanted to make a bivariate bar graph on excel using variables with extreme data. I uploaded the workbook so you can see the data and the graph that was formed.

The top column (1999, 2000, 2001...) is the calendar year and the variable data is below that.

I have to submit this graph for review and I need help making it look presentable. I've tried to change scales and moved data around but I can't make it look good. If someone can help me, I would appreciate it.

If worse comes to worse, I could always convert the data into ratios and graph that but I would rather keep the given format if possible.
