    Question Start Time Indicator

    I am trying to create a function that will search a row for a change and then return the cell value at which the change occurred. I have a set of data that has a value that is associated with a time stamp. I want to go down the list of data calculating the difference in average between the current row and the row prior. If the difference is greater than some percentage (lets say 5%) then I want to know what the time stamp is at the first occurrence. If the value is less than the percentage then I want to calculate the difference in average between the next cell and the current cell. I want this to continue down until the entire data set. Is this possible?

    Attached is a simplified version of what I am trying to do.
