I have several bar charts that display various percentages represented by the bars. Is there a way to display both the percentage and the number (numerator) that the percentage represents? Same question for line charts?

I see that, but I tried that solution and it did not appear to resolve my issue.
Can you clarify what you tried and how it does not meet your requirements? It sounds to me like exactly what you asked for.
When I add a second series, the second series extends beyond the top of the bar chart and it does not relate to the scale that I used for the first--one is for percents and the second series is numbers. It would seem the only way to make this work is to add a second scale for the second series, but I do not want to do this. Also, when I add the data values for the second series, the values do not show up on the chart.

If you don't want a second axis, your options are limited. Perhaps the simplest is to add the default datalabels, then edit each one to link it to the value cell instead. See attached example.

This just links to one set of cells. I would have to add a second set of textboxes or something that link back to the second series of numbers. Are there textboxes in Excel that link to other cells and display their values?

seems to rule that out though, unless I misunderstood the suggestion?
You can use an additional column that concatenates the % and values into one piece of text and link to those instead. If you are going to show the % values in the labels too, you may as well delete the Y axis.
