how to create graph which point one risk level at one time?

    hi! plzz help..

Let say, if at B column i choose L1_Frequent and at C column i choose I1_Disastrous. So at the risk level column, it will display automatically L1, I1 and red color which mean this level is high.

The question is, how do i create a graph which when i choose one likelihood and one impact, the graph will automatically show me the risk level for both likelihood and impact? And also how the graph can change the color level between red, yellow and green? I want one point risk level at the one time.

I really don’t know how to manage this problem.. hope someone expert can help me? Do i need to use formula to create the graph? This is the example of the excel.xls..

Not sure if the approach in the attachment qualifies as a "graph", have a look.
