Lookup value based on multiple criteria

Hello,
I need to lookup ending inventory in a number of tanks from a long report that contains tank, gallons, and time data. There are multiple records for each tank and I need to find the one that is closest to the month end time. Example worksheet is attached.

Report is pasted and each Tank is has a unique ID based on Site#, Product, and Tank #. Each unique ID has multiple tank readings per day, which are time stamped records within the output report. I need to reference the tank inventory (gallons) from each tank that is closest to the month-end timestamp.

So, for the month ended 5/31/2014, the month-end date/time will be ~ 41,790.999. What is the quantity within each tank that is closest to that time? What formula would you use in C4 to return the answer "2365"?
