List selection based on frequency table

I've been trying to get this right but it doesn't work therefore my question here.
Simple expanation of what I want.
-> I have a table with year week and sample nr columns
-> In the lines year week is obvious and under the sample nr a x or no x when it should be sampled
    YEAR WEEK 1 2 4 5 6 7 8 9 10 12 13 14 15 16 17 18
    2012 31 x
    2012 32 x x x x x x x x x
    2012 33 x
    2012 34 x x x x x x x x x
    2012 35 x x x x x x x x
    2012 36 x x x x x x x x x
    2012 37 x
    2012 38 x x x x x x x x x
    2012 39 x x x x x x x x
    2012 40 x x x x x x x x x
    2012 41 x
    2012 42 x x x x x x x x x
    2012 43 x x x x x x x x
    2012 44 x x x x x x x x x

(the post squeezes the x together but they should be under the numbers, the list below is also squeezed)

Based on this table I want to create an automatic list of what to sample each week.
    SP Type Instruction
    1 - Water -
    2 - Water -
    4 - Ground -
    5 - Ground -
    6 - Ground -
    7 - Ground -
    8 - Ground -
    9 - Ground -
    10 - Air -
    12 - Water -
    13 - Water -
    14 - Air -
    15 - Ground -
    16 - Ground -
    17 - Air -
    18 - Ground -
    19 - Ground -
    21 - Ground -

So if the table would say in week 10 of 2012 point 1, 10 and 19 should be sampled I would like the list automatically to leave all others out and keep only 1, 10 and 19 in the list

    Thank you for your help!

No one is going to want to have to retype your data. Could you please provide a sample worksheet with it on.
