Help with Tornado chart

I want to do a chart similar to this: http://www.bls.gov/emp/ep_chart_001.htm

However Im having a lot of problems combining percentages and numbers in the same axis...

These are my numbers as you see they are not a lot of numbers u.u any tips?

Yes, i just got an email. It was made with Adobe Illustrator CS4.. well at least I learned how to do a tornado chart lol.
