Excel 2007 : Spreading data equally

Hi there!
I am trying to spread some data equally over a range, as indicated by the title.
In the spreadsheet that is attached, you can see loads of numbers.
In effect, I am trying to spread the numbers on the far right among each other in the amounts that it says.

This means, that I want there to be 48 ones, and 23 two's etc, interspersed with each other.
So the list would go like this. (If the amounts were equal.)
1,2,3,4,5,6,7,8,9,10,11,1,2,3,4,5,6,7,8,9,10,11... etc
But as they aren't equal it makes it hard...

So any ideas?
