Iterate through values meeting specific conditions

Hi everyone,
I have a formula "V=4*Q/(3.14*Power(d,2))" , I need the velocity "V" to be always < 2 and the d to be minimal correct value. sorry for my bad language and hopes the attachment explains better :$
