From my chart, I have added data labels to show MTD & Target Data

The % show the MTD % reached compared with target

Could you please tell me how I can add the % as a separate {on top of the 2 bars} data label (linked to cell so I don't need to manually update)

Use another data series and it's data label to display the percent.

If you want to vary the vertical position of the data label change the data point value of 1.
You could also use the %values as the category labels for the original chart and position them at the top or bottom of the plot area.
