Excel 2007 : Place Border Around Cell IF Value TRUE

Hello,

Not sure if you folks can understand what I'm trying to do, but I am looking to place a border around a cell when another statement is true. So in my attachment, I have the "Appropriate?" column. This column is a drop-down with options: Yes or No. If the answer is "Yes", there will be a statement in the cells under column D "Note" prompting the user to "Enter business justification" in column C, "Business Justification".

So in addition to the "Note", I would like the cell under "Business Justification" to also have a thick red border so that it reminds the user that information is required. How do I go about doing that?

Also, I could be getting ahead of myself, but could I even go so far and have that cell mandatory that if it were left blank, the user could not go on further?

I think you're going to need VBA for a thick border. CF only provides thin or broken. And the mandatory part would need VBA, too.
