Any known solutions to being unable to run macros even when macro security is set to none?

Currently I am working Excel 2010 and have come across another very strange issue that I don't know how to fix.

When I save the file I am working on as a ".xlsb" I will consistently get the warning. This means I can't run any macros that have hotkeys but I can still run all other macros.

Because of your security settings, macros have been disabled. To run macros, you need to reopen this workbook, and then choose to enable macros. For more information about enabling macros, click Help.
If I save the file as a ".xlsm" this problem goes away. The settings remain the same. All that I change is the file type to cause this error.

Is this a known issue and is there a fix for it besides saving as a ".xlsm" versus a ".xlsb"? Thanks for any insight.
