Opening a specific file not in XLSTART when Excel opens

I want to open a specific file when EXCEL opens. Right now EXCEL is opened by another application opening it. The file I want opened is in the XLSTART folder so that it will open as well. However, this file automatically opens any time EXCEL opens and it has a macro in it that runs when the file opens. I want EXCEL to open with some kind of nomenclature that the file I want opened can be in another folder e.g.:

The command line in the other application opening EXCEL would look something like this - "C:\(Root Path)\Excel.exe /C:\FileToOpen.xls", where the file I want opened is in the C:\ root directory.

Is there a format that will allow me to do this?
