Conditional formatting data bars not showing progress, any suggestions?

I am using the To-Do List business template in Excel 2010 and the left handed column is a really cool progress bar that displays a percentage value and a colored progress for my task. I like this feature, but the colored progress bars for each task are all over the place and I can't make sense of them. For example, a cell that shows 25% complete has the progress bar showing through half of the cell, which indicates to me that the task is 50% complete rather than 25% complete as indicated by the percentage value in the cell.

Can someone please tell me how to correct this? If I have a cell that shows a numerical value of 10%, I'd like the colored progress bar to actually fill up 10% of the cell.

I've attached a screen shot showing the issue I'm having if you need it.

PS, it appears that the progress bar is considering values from a number of different cells and I want it to use only the value in the individual cell. Sill confused on how to do this.

To get the conditional formatting data bars to represent the true percentage you will need to include a cell with 100% data value.

The data bars are for comparison of associated data.

I had the same issue but resolved it by doing this:
In the Edit Formatting window (get there by Manage Rules > Edit Rule)
In the "Type" fields for Minimum and Maximum select "Number"
In the "Value" fields Type 0 for "Minimum" and 1 for "Maximum"

Before posting I tried that but used Percent (0/100) rather than Value (0/1) but it did not work.

Good to know Number works.

I, too, had Percent initially selected and, like the OP said, the bars just didn't depict the percentage values correctly. Then it occurred to me (Doh!) that the percentages were just numbers from (in my case) 0 to 1 so I tried it and it worked.

Totally worked!

Thanks for all your help, folks. I had been trying to do this by using percentages. Used Cutter's solution (Numbers 1 - 10) worked perfectly.
