Help with Formula is this possible??

I am using excel 2007 to create a test certificate using different formulas to calculate the length any cable, attenuation loss of signal etc , etc

If there is a maximum reading in say column A1 and this reads 3.16 is it possible to do a formula in column B2 that would read "PASS" if it is below 3.16 or FAIL if it is over 3.16?

    Cheers

    Dave
