Scroll bar problem

I am using Excel 2007. I recently noticed that in one of my worksheets, the vertical scroll bar has become very small. I know that the bar adjusts its size to fit all of the content in the worksheet, but I can't find anything below row 313. How do I fix this? Is there a clear formatting command I can use on all the cells?
