Date based value question

I am trying to work on my budgeting spreadsheet. I keep a table of how much I put away each month. Every few months the amount I save changes.

I want to have a cell’s value change based on the date. But I want the value to depend on another cell.

If today(b1) falls within date range(in columns a and b) then value = E# of appropriate column.

I'm starting to think i have to reformat my table to make it happen
