Finance Accruals

My spreadsheet is used for accruals and deferring in work.

It was previously worked out on a daily basis as billing isnt always at the 1st of the month, I now have been asked to change this due to the variance that can occur by doing this by days.

For example I am trying to get cell p10 to equal 30,000. I have not been able to work out a formula in cell p10 to get this figure and to then get it to still work out a daily figure if it is not a clean month.

Can any one help?
