look at conditional formatting, you don't however us an if statement just something that will give true/false but there are built in options you can use

Use Conditional formatting for this.
Highlight your range and in CF rules, put this formula
=$a1>$b1 >>>>Choose color>>>OK

Is it possible to conditional format a cell with data from a different sheet in excel 2003?
Yes it is.
One way is using named ranges. Another one is creating a helper & hidden column in first sheet with datas from the other.
